Ivan S. MONOLATII

Central European Papers 2014, 2(1):9-24 | DOI: 10.25142/cep.2014.002

The article examines the institutional processes in the ethnopolitics of Austro-Hungary concerned with the rights and needs of ethnic actors and the processes of internal and external institutionalization of Ukrainian, Polish, Jewish, Romanian and German political actors in Galicia and Bukovina. The legal basis for the formalization of political participation of citizens and the policy priorities of the state are characterized in terms of ethnic awakening. We trace a genesis of the ethnic catalyst of the political mobilization and determine the relationship between the occupational structure and the lines of social division expressed in the ethnic...

Theoretical Aspects of Cartelization in Central Europe - An Introduction to Cartel Theory

Lukáš NIKODYM

Central European Papers 2014, 2(1):25-38 | DOI: 10.25142/cep.2014.003

The aim of this essay is to show incorrect steps of economic policy based on misunderstandings of Central European economic thought between the crises in 1873 and 1929. After-crisis governmental protectionism led to a massive cartelization which required another government regulation. The process of regulation and protectionism resulted in forced cartelization and the market has disappeared by the year 1938. The conclusion of this paper essay states that liberalization and market deregulation would be a better solution how to regulate cartels because the process of forced cartelization could lead to a transition process to a centrally planned economy.

Changes in the Economic Situation of the Transylvanian Catholic Community After the Trianon Treaty, with Special Regard to the Estates Managed by the "Erdélyi Katolikus Státus" (Transylvanian Catholic Státus)

Csaba Máté SARNYAI

Central European Papers 2014, 2(1):39-52 | DOI: 10.25142/cep.2014.004

Romania's estate politics after the Trianon treaty caused about 24,207,138 lei deficit in the school and religious funds managed by the Transylvanian Catholic Status. It is understandable that such a dramatic loss of income had serious consequences. Education was the most affected field, just as intended by the creators of the edict. The number of denominational schools decreased due to source redistributions and other obstructive decisions, and even the maintenance of the remainder was possible only through the selflessness of the followers. But it must be noted, as our analysis shows, that an exact explanation for such a situation, according to...

The Development of Slovak-Hungarian Relations in 1939-1940 from a Soviet Aspect

István JANEK

Central European Papers 2014, 2(1):53-73 | DOI: 10.25142/cep.2014.005

After concluding the Molotov-Ribbentrop Pact, the Soviet Union unexpectedly became an ally of the Slovaks. Slovak political decision-makers evaluated this act as a "historic turnaround", which then enabled the realization of mutual solidarity between Germany and Russia. Soviet diplomats characterized Slovakia in their reports as a "gate facing the Balkans" and as an "eye" into the Western half of Europe. Slovak politicians saw in their relationship with the Soviet Union the possibility to seek a counterbalance against the German influence that was encumbering the country. Slovakia's foreign policy was hoping that the Soviet Union as a Slavic brother...

The German Occupation of Cluj - Kolozsvár and its Consequences on the History of the City in 1944

Kristóf János MURÁDIN

Central European Papers 2014, 2(1):74-87 | DOI: 10.25142/cep.2014.006

This year, there is the 70th anniversary of the German occupation of Hungary. Therefore, with this study I would like to commemorate this very important historical event, which had decisive effects on the future of the Hungarian state and society as well. Naturally, until nowadays there have appeared a lot of books, studies and scientific articles which present the occupation, but most of them deal with the problem in general, referring to the whole country. In order to complete the general scene, in my study I focused only on the capital of the Northern Transylvanian region, reincorporated to the Hungarian Kingdom in 1940. The city of Kolozsvár...

Diplomatic Missions of the Holy See in Hungary and East-Central Europe after the Second World War

Margit BALOGH

Central European Papers 2014, 2(1):88-114 | DOI: 10.25142/cep.2014.007

Diplomatic relations are established by the Holy See and not by the Vatican, therefore it is accurate to speak about the diplomatic relations of the Holy See and not that of the Vatican. This analysis would like to outline how the representatives of the Holy See, assigned to the East-Central European countries, could work in the new political situation after World War II. It tries to set it in the context of the new social, political and geographical field, which this region entered as an area occupied by the Red Army.In the interwar period the Holy See concluded concordats with some countries of the East-Central European region (with Poland, Romania,...

The submitted study organizes the heterogeneous sociological production devoted to the issue of (not only) the industrial working class until 1948. The purpose of such organization of sociological reflection of that period is to show the position of the issue in Czech sociology, to ascertain the main pieces of knowledge on Czech working class before 1948 and to try to assess what from the production of that period can be used also in the current historical-sociological research. The text identifies and classifies the main thematic areas in which the issue of the working class was analysed: the largest consisted in life style research, followed by working...

The Vanishing Soviet Utopia in Hungary in the Light of de-Stalinization - Soviet Union as the Land of Modernization in the Hungarian Press 1950-1958

Róbert TAKÁCS

Central European Papers 2014, 2(1):132-149 | DOI: 10.25142/cep.2014.009

The Stalinist Soviet Union integrated Hungary - and the nations of Central Europe - by 1949 forcing the Soviet-style political dictatorship and economic system to these societies and emphasizing the importance of the Soviet example in the modernization of all spheres from automation through cotton harvesting to public libraries. Stalinized publicity was saturated with information on the Soviet Union. After March 1953, it became clear that a different, more effective Soviet Union propaganda was necessary; however the first delegation of writers and journalists could only enter the Soviet Union in late 1955. December 1955 was the exact date of the launching...

The State Security Articles of the Interior Ministry Review Prospectus at the Service of the Current Politics and the Internal Affairs Propaganda (1963-1972)

József DEÁK

Central European Papers 2014, 2(1):150-159 | DOI: 10.25142/cep.2014.010

The structure of the state security services, operating within the organization of the Interior Ministry, was radically reorganized after the 1956 revolution, similarly to that of the ministry. The Ministry tried to strengthen the quasi newly created state security organization, the State Security Main Division III with the help of internal affairs and state security propaganda methods. What role did the Interior Ministry Review prospectus have in this process between 1963 and 1972? What international experience and articles were chosen to extensively and intensively develop the organization? What methods, solutions and messages of the internal and...

The Role of the Railway in Regional Development in Austro-Hungary and in Hungarian-Croatian Relations Today, Especially with Regard to the Availability of Rijeka (Fiume)

Lóránt BALI

Central European Papers 2014, 2(1):160-166 | DOI: 10.25142/cep.2014.011

In the Austro-Hungarian Monarchy the role of the railway was decisive in regional development as well as in the areas of the Hungarian Kingdom, the Pannonian Croatian areas and concerning the accessibility of the Adriatic Sea. During the 19th and 20th centuries the iron horse gave the chance for the quick development of the port of Fiume. At present in terms of Croatian-Hungarian relations on the micro regional level the role of the railway is evanescent concerning regional development. Only the Koprivnica-Zagreb-Rijeka railway line transacts Hungarian heavy traffic. The aim of my study is to present and compare the characteristics of the two eras...

Non-Participative Political Culture in Hungary - Why are the Particpatory Pillars of Democratic Political Culture Weak in Hungary?

János SIMON

Central European Papers 2014, 2(1):167-188 | DOI: 10.25142/cep.2014.012

In the study we analyzed the pillar-building process of democratic political culture on a mass level. In the first part we described the history of "broken" ("mangled") civil society during the authoritarian regimes (1949-1989). Then we analyzed the "reconstruction" of civil society in the new democracy (1990-2010). In the second part we analyzed our time series surveys (1989 to 2010). We documented a low level of political participation and social trust in politics, and low interest in the involvement in politics. The main findings support the view that the reconstruction process of civil society occurred through irregular, cyclic changes in which...

Contemporary Challenges and Threats to the Development of Polish Regions in the Context of the Phenomena of Migration and Re-emigration

Krystian HEFFNER, Brygida SOLGA

Central European Papers 2014, 2(1):189-201 | DOI: 10.25142/cep.2014.013

After a decade of membership in the European Union and the opening of the European labor markets for Poles, the importance of foreign migration and its impact on the development of particular regions has grown significantly. The evaluation of foreign migration with regard to the opportunities and threats for regional development - even if not quite ambiguous - rightly puts foreign migration balance and their results in the context of risks to the region's development. Therefore, the following consequences of permanent negative migration balance are the most important for the development of the region: loss of human and social capital, decreasing population...
